Nancy Floreen

Discuss tips for effectively advocating your position and sharing information about business issues with elected officials with Nancy Floreen, a Montgomery County Councilmember with 16 years of public service on the Council.  

Nancy is the daughter of a Swedish immigrant, Nancy was the first in her family to attend college (Smith).
She obtained her law degree from Rutgers, Newark in 1976. She practiced law at Day, Berry and Howard (Hartford Ct.) and served in the Civil Division, Federal Programs Branch, US Department of Justice. She was appointed to two terms as a member of the Montgomery County Planning Board, worked for US Senator Barbara Mikulski, served one and a half terms as Mayor of Garrett Park, and is concluding her fourth term as an At Large Member of the Montgomery County Council. She chaired the Council’s Transportation and Environment Committee for 8 years, and is in her eighth year of chairing the Council’s Planning, Housing and Economic Development Committee. She served as its President in 2010 and 2016.

Among her many legislative initiatives, Nancy has:
• Sponsored numerous pieces of legislation incentivizing and facilitating the production of affordable housing
• Initiated the Council’s first Fiscal Plan to ensure long-term fiscal stability
• Led the fight to ban smoking and e-cigarettes in public places,
• Established an Infrastructure Working Group to report on approaches to funding infrastructure such as schools and roads
• Privatized economic development by her creation of the Montgomery Business Development Corporation, which became the current Montgomery County Economic Development Corporation
• Created a funding source for transportation initiatives from the County Liquor Fund
• Established a property tax credit for certain elderly residents and Military Services Members
• Established the Green Business certification program
• Led the Council through numerous master plans establishing long term creative visions of the community, in addition to countless implementation initiatives and edits to the zoning and subdivision rules, and the total rewrite of the zoning ordinance
• Updated the County Road code to make it more community friendly
• Established the Golden Shovel awards, recognizing residents who have gone beyond the call of duty in assisting others during snow events
• Chaired the Girls in IT Task Force

• The Montgomery County Inter ACC/ DD Community Builder Award – (2011)
• Membership in the Circle of Excellence by having been elected three times to Maryland’s Top 100 Women sponsored by the Daily Record – (2011, 2007, and 2003)
• The Center for Nonprofit Advancement’s Phyllis Campbell Newsome Public Policy Leadership Award – (2014)
• The CEASE (Communities Engaged in the Advocating for a Smoke-free Environment) today for a better tomorrow Policy Award – (2015)
The Spirit Award for Humanitarian Leader from the National Center for Children and Families

• Washington Council of Governments (Board member, past Chair of the Metropolitan — Washington Air Quality Committee, and past Chair of the Climate Change Task Force)
• The Commission on Child Care
• Maryland Citizens Planner’s Association (chair)
• The Silver Spring Center Citizens Advisory Board
• The East Silver Spring Elementary School PTA (president)
• Montgomery Blair High School Advisory Council
• Taught Sunday school at Cedar Lane Unitarian Universalist Church
• Former Cub Scout leader
• Cofounded Montgomery Women, a nonpartisan group committing to advancing women in leadership.

Nancy has been married to writer/attorney David Stewart for 44 years and they have three adult children, two beautiful red-haired grandchildren, a schnoodle (Lady) and a calico cat (Bandit). A
breast cancer survivor and avid bicyclist, Nancy last year completed the Seagull Century (a 100-mile cycling event) out of Salisbury State University, and has biked through nearly every county in Maryland.
